Description:
Edwin J. Brown, Seattle's mayor from 1922 to 1926, enjoyed unusual publicity. In this photo, he sends off a carrier pigeon to the mayor of Portland, Oregon, congratulating him on the completion of the new Burnside Bridge. The pigeon carried the message in a tube on its leg. Mayor Brown was following a long tradition. The Roman army, Napoleon's forces, and military groups in World Wars I and II all used carrier pigeons to deliver messages.
