one of the Pteromalinae found in Euonymous, a Trichomalus inops wasp. Lots of detail pictures below, all viewable larger with a click. Note the pilosity of wing beyond speculum, and the proportional length of marginal vein to stigmal vein, and more specifically the complete line of hairs on the edge of the costal cell in the bottom picture.
