I followed up an eBird posts about this species in this location. Multiple people reported having seen two birds, at least one of which was gathering apparent nest building materials. I found this bird in an ~15 foot tall Coast Love Oak just north of where bike path entering from intersection of Pfeiffer Ranch Road and Deer Hollow Drive meets the main bike path that runs along east side of creek.

Seen in backyard, usually groups of ten or so at seed feeder. Two last year, many more this year.
