Most of the fallen leaves from this eucalypt tree had galls of Nambouria xanthops, most with eclosion holes. Perhaps the eucalypt is Eucalyptus obliqua. I've entered it as a separate observation.

Here are the distinctive leaf galls of the wasp, Nambouria xanthops. The species was first found in New Zealand in 1999 in Auckland and has since been spreading through the country. It's an Australian native insect. I've added more photos of the host tree as this separate observation.
