A dead harrier washed up on the beach.

This bird (actually I've seen a pair of them together several times) lives near Bothamly Park / Aotea (Porirua). It glides through the valleys hunting. Somebody told me it's an Australian Kite and somebody else said it's an Australian Harrier. Which do you think it is? I'd also like to know if the local Moreporks, Bellbirds, Kereru etc and their young are at risk from it. Thanks!
